Bear hugs gone too far

This might sound a bit crazy, but I’m worried my 20-month-old son might be bullying other kids. He loves giving bear hugs, but when the other kid resists, he gets more aggressive.

I know he’s too young to call it bullying, but what can we do to prevent this behavior from escalating as he grows older?

What I’d do is begin teaching him about boundaries around his own body. Like if he doesn’t want to be hugged or kiss someone hello it’s fine and that that applies to others as well. Doesn’t sound at all like bullying so I wouldn’t worry about that.
